 A woman was charged Thursday with cutting open her pregnant neighbor s belly with a razor knife to try and steal her baby, an effort that was thwarted when a passer-by saw what was happening and alerted authorities.The victim, Valerie Oskin, 30, was taken to a hospital, where an emergency Caesarean section was  stanley website performed. Hospital officials said Thursday afternoon they couldn t release any information about Oskin or her baby.Peggy Jo Conner, 38, of Ford City, Penn., hit Oskin over the head with a baseball bat, state police said.
