 Congress has decided to put off an overhaul of the FBI and CIA until after it establishes a Cabinet-level Department of Homeland Security, the Washington Post reported in Tuesday editions.Sen. Joseph Lieberman, chairman of the Senate Governmental Affairs Committee, which will produce the legislation establishing a Homeland Security Department, has agreed to put off tackling any changes to the CIA and FBI, the newspaper said.Citing Bush administration and congressional sources, the report said Lieberman, a Connecticut Democrat, had White House backing in the decision to establish the new Cabinet department before addressing changes at the FBI and CIA.The decision will delay a major revamping of the U.S. intelligence system until at least next year, the newspaper said.
