 European countries Thursday quickly ruled out any sort of negotiation with al Qaeda after a tape apparently containing the voice of Osama bin Laden offered a truce to gove stanley cup rnments that withdrew troops from Islamic countries.The CIA said a technical analysis indicates that the tape probably is authentic.The official, speaking on condition of anonymity, said the tape was probably recorded in the past several weeks because of its reference to Israel s killing last month of Hamas founder Sheik Ahmed Yassin. It s not time to submit to blackmail,  said spokesman Richard Boucher describing the State Department s reaction to the taped message, most likely from al Qaeda chief bin Laden.Boucher says the attempt to drive a wedge among the nations that are standing against terror should  only lead us to strengthen our determination.         He also says the  indiscriminate use of murder  by al Qaeda gives a lie to any claims of political purpose in the taped message.The tape offers an al Qaeda  truce  to any European nations that withdraw forces from Arab countries within the next 90 days. The message described the Sept. 11, 2001, attacks on the United States and the March 11 Madrid train bombings as revenge strikes, though it did not directly claim al Qaeda responsibility.  We ;re just a few days away from Halloween, which means many of you spent the weekend Dexter-ing a perfectly innocent pumpkin in the name of tradition.     Winner: Bowser-O-Lantern Shot my Bowser-O-Lantern right after a carving party at around two in the morning on HWY 95, just outside of Las Vegas. Originally wanted to get an eerie shot of the pumpkin on a lonely, moonlit road, but this one stuck out and seemed less cl stanley quencher iche. The lights streaking by are from a diesel truck. It was shot on a Canon 5D Mk.II, 200 ISO, with the Canon EF 24-105mm f/4 L lens.
