In his speec stanley cup h to the nation about the terror threat Sunday evening, the president had some ideas about what  lawmakers could do to help keep the country safer. But while those measures might help the U.S. prevent some attacks by the Islamic State of Iraq and Syria  ISIS , CBS News Senior National Security Analyst Juan Zarate says they still miss the big picture. There s a need in this town to try to do something in the wake of an attack, and to pass laws and to fix programs. And that s important,  Zarate said.  But what s interesting about these proposals is that in and of themselves or even together they don t deal with the stanley bottles  broad prob stanley cup lem of a growing terrorist movement globally that has now been able to inspire an attack in Southern California.                                         And there remains the fundamental question, how do you defeat ISIS  While what the president proposed included  really important things,  Zarate said  they still seem to lack the material relevance to deal with what is a growing and urgent threat. Here s what Mr. Obama asked of Congress and where those issues stand.        No guns for those on the no-fly listPresident Obama:  Congress should act to make sure no one on a no-fly list is able to buy a gun.  What could possibly be the argument for allowing a terrorist suspect to buy a semi-automatic weapon   This is a matter of national security.  An Iraq war spending bill has been pulled from Thursday s House calendar and may be delayed until next week amid continued Republican opposition and splits among Democrats over how to budget for a proposed expansion of GI education benefits for returning veterans. The delay could have a ripple effect in the Senate, where Appropriations Committee Chairman Robert Byrd  D-W.Va.  has scheduled a markup Thursday afternoon on a Senate version of the House bill. Late Wednesday, Byrd appeared determined to  stanley sverige go ahead, but that could change given the confusion in the House. Both draft bills commit to a landmark expansion of education benefits for veterans who have served since the September 11, 2001 terrorist attacks on the United States. Strong House and Senate majorities support the initiative but fiscal conservatives are concerned about the fact that the full 10-year-cost of about $52 billion will be added to the deficit without any offsets in the shape of tax revenues or spending cuts.                                        At the same time, House Republicans have been in open revolt over the stanley mug  tactics used by the Democratic leadership, going around the traditional committee procedures of the Appropriations panel. Demo stanley water jug crats say that they believe they can still resolve the differences in their ranks and bring the bill to the floor, but the margins could be tight, and Democrats confirmed that concern over the costs--and party unity--was a reason for the delay.      ponent--type-recirculat
