Finally, Republicans added some language that would have the effect of blocking a major new clean water regulation. White House budget director Jack Lew signaled that President Clinton would sign the measure, telling reporters, The most terrible, most objectionable provisions appear to be addressed. The last impasse was broken after House Speaker Dennis Hastert, R-Ill., relented and agreed to keep language of
