 Americans  incomes rose in September at the fastest pace in more than a year while their spending shot up by the largest amount since February.   The Commerce Department said Monday that incomes rose by a strong 1.1 percent while spending, propelled by heavy demand for durable goods such as autos, was up 0.8 percent.   The new report indicated that while the overall economy was slowing dramatically in the summer, the all-important consumer sector still had plenty of momentum.The 1.1 percent rise in incomes was the largest since 1.3 pe stanley bottles rcent jump in October of 1993.
